From CHDO real estate and retail tax exemptions, our panelists will review the considerations you should take when structuring your deal. You’ll also hear tips for estimating real estate taxes during and after construction, get the inside scoop on how appraisal districts evaluate, calculate and consider tax appeals!

Since starting with NCR nearly 9 years ago, Tracey has had 16 successfully funded LIHTC applications in both 9% and 4% and became a specialist in affordable housing preservation. Tracey has also had success at the Legislature with a key win several sessions ago that opened the doors for N^^’s HUD properties to be eligible for the At-Risk set aside. Tracey is able to provide a unique affordable housing professional perspective after working in equity, debt and development. When Tracey is not working, she enjoys spending time with her family, walking the Austin hills and seeking beautiful places to hike and travel.
Kevin Blaisure, Property Tax Advocates

Kevin has served as Vice President at Property Tax Advocates since 2014 and became a Partner in 2023. During his 20 years in property tax, he has gained experience in both real and personal property valuation and has represented commercial properties of all kinds.
Prior to joining Property Tax Advocates in 2007, Kevin was a commercial tax appraiser for Tarrant Appraisal District from 2004-2007. He is a member of a wide range of professional associations, including the Institute for Professionals in Taxation where earned the CMI designation, the Texas Association of Property Tax Professionals, and the Apartment Association of Tarrant County. Kevin is also a graduate of the University of North Texas.
William Walter, Coats Rose

Bill is a Director in the Affordable Housing and Community Development and Real Estate sections. His work concentrates on affordable housing. Bill works on behalf of for-profit and non-profit developers in helping them realize affordable housing projects funded from a variety of specialized sources, including low income housing tax credits, HOME funds, CDBG funds, and the issuance of tax-exempt municipal bonds. His practice includes extensive experience in transactions involving public/private partnerships with housing authorities and other municipal entities. In his work with housing authorities, Bill acts as bond counsel and housing authority counsel, as appropriate. Additionally, his practice includes a concentration on matters related to exemption of charitable and public entities from ad valorem taxation.
Andrea Chevalier, Prospera Housing Community Services

Andrea has been with Prospera since 2015. Before becoming the organization’s first Asset Manager in 2023, Andrea worked in the Accounting and Finance Department. Andrea earned a Professional Certificate in Asset Management (CHAM) (2023) and CHAM Asset Management Specialist Certification (2021). Andrea holds a Bachelor of Science degree in Finance from Louisiana State University at Shreveport.
Since 2015, Andrea has been involved in Prospera’s property tax related matters. She works directly with attorneys and property tax consultants to administer the annual real estate tax exemption applications, determine assessed valuations, and monitor litigation, when necessary.
