The U.S. Department of Housing and Urban Development (HUD) published on December 31, 2024, the Housing Opportunity Through Modernization Act (HOTMA): Implementation of Sections 102, 103, and 104; Extension of Compliance Date and Safe Harbor Implementation Notice. This notice, published at https://www.federalregister.gov/public-inspection/2024-31401/housing-opportunity-through-modernization-act-implementation-of-sections-102-103-and-104-extension, extends the HOTMA compliance date from January 1, 2025, to January 1, 2026, for HUD CPD Programs. TDHCA is extending the compliance date in accordance with this notice for the HOME, Emergency Solutions Grants (ESG), Colonia Self-Help Centers (CSHC), and Texas Bootstrap Loan (Bootstrap) programs. Administrators and Subrecipients should continue to utilize the pre-HOTMA Part 5 Income Determination guidelines.
