The Compliance Division of the Texas Department of Housing and Community Affairs (TDHCA) has posted updated guidance to the Department’s website related to COVID-19. The updated guidance can be found at https://www.tdhca.state.tx.us/pmcomp/manuals-rules-htc.htm.

Prior guidance informed owners that income recertifications were not required between April 1, 2020, and December 31, 2020, but needed to be completed as soon as possible after December 31, 2020.

TDHCA has received guidance from the Internal Revenue Service that the recertifications due between April 1, 2020, and December 31, 2020, are waived in their entirety. Contrary to TDHCA’s July 9, 2020, guidance, it is not necessary to complete missed certifications as soon as possible after the relief period ends. Resume completing recertifications and completion of the Annual Eligibility Certification on January 1, 2021.

In addition, please note that the COVID-19 guidance provides information for owners that would like to lease program units to Medical Personnel and Other Essential Workers. Prior approval is required.
