TDHCA posts Draft Site Demographics report for 2023 Proposed QAP
The Texas Department of Housing and Community Affairs (TDHCA) has updated the Preliminary Draft 2023 selected Site Demographics report. The report contains selected QAP items for which data are currently available. Certain urban/rural data are updated, and rent burden is published as a separate tab. This report is based on the current version of the 2023 proposed QAP and is subject to change.

Property for Sale under Right of First Refusal; Huffman Hollow Apartments
The owner of Huffman Hollow Apartments in Huffman, has, in accordance with the Right of First Refusal (ROFR), provided proper notice of intent and requests that the Department find a qualified entity who will purchase the development at or above the prescribed price.

TDHCA Awards Nearly $80 million in Housing Credits to 61 Properties
The Texas Department of Housing and Community Affairs (TDHCA) has awarded nearly $80 million in housing tax awards in July that will help finance the development or rehabilitation of 61 rental properties throughout the state, offering reduced rents and increased housing options throughout the state.

TDHCA presents Utility Allowance Methodologies Training on August 17, 2022
The Texas Department of Housing and Community Affairs (TDHCA) Compliance Division will present Utility Allowance Methodologies training on August 17, 2022, starting at 9 a.m., Austin local time. The training is expected to last approximately three hours.
The Utility Allowance Methodologies training provides a solid foundation of the seven available methodologies as outlined in 10 TAC Section 10.614 and covers the following:
Rural Development and HUD Issued Utility Allowances
Public Housing Authority (PHA) Methodology
Written Local Estimate (WLE)
Energy Consumption Model (ECM)
Actual Use Methodology
HUD Utility Schedule Model (HUSM)

Online Forum Now Available for HOME-ARP Rental Scoring Process and Guidance
The HOME American Rescue Plan (HOME-ARP) Division announces the opening of an online forum to gather input on the rental scoring process, as well as the online posting of its Handbook and webinar guidance. Interested parties are encouraged to review the guidance if there are HOME-ARP questions that arise as a result of the forum. The online forum called “HOME-ARP Rental Application Process” opened July 15, 2022, and is about the potential scoring of HOME-ARP rental applications. Potential applicants to the program and other interested stakeholders are encouraged to provide input at https://tdhca.websitetoolbox.com/. The forum will be open until Friday, July 22, 2022. Note that not every comment or question may receive a staff response.

Last virtual Roundtable July 19th for updating Texas’ Strategic Plan to Address Homelessness
The Texas Interagency Council for the Homeless (TICH) continues to seek stakeholder feedback in order to inform its efforts in compiling an updated State Plan to Address Homelessness (the Plan). The next virtual roundtable is on July 19th and Focuses on strategies to improve the systematic collection, analysis, and reporting of precise homelessness data metrics. Cross-disciplinary discussions focused on addressing disparities across subpopulations and COVID-19 pandemic response efforts in the data collection, analysis, and reporting will be encouraged.
