Texas Department of Housing & Community Affairs (TDHCA)

The Texas Department of Housing and Community Affairs (TDHCA) is the state agency that funds, regulates, and coordinates affordable housing in Texas by administering federal and state programs (e.g., LIHTC, HOME, HOPWA, NHTF), issuing mortgage revenue bonds, providing rental assistance and supportive housing resources, funding local nonprofits and developers, setting program rules and monitoring compliance (income targeting, rent limits, affordability covenants), and partnering with local governments, nonprofits, private developers, lenders, and HUD to produce, preserve, and oversee affordable homeownership and rental housing.

TAAHP advocates for common-sense rules and regulations that implement legislation and other policies affecting affordable housing. By bringing industry experts’ real-world insights to TDHCA staff and board, TAAHP helps shape effective, efficient, and responsible guidelines for carrying out housing laws and policies.
