The Texas Department of Housing and Community Affairs (TDHCA) Compliance Division has revised the Income Certification form and applicable Income Eligibility forms due to changes resulting from Housing Opportunity Through Modernization Act of 2016 (HOTMA) requirements for all certifications, new move-in and annual, with an effective date of January 1, 2024 or later.
The following are new and updated forms on the Department’s website at https://www.tdhca.state.tx.us/pmcomp/forms.htm:
- Income Certification and Instructions
- Intake Application
- Supplement to the Intake Application
- Asset Verification
- Employment Verification
- Under $50,000 Asset Certification for HOME, TCAP-Repayment Funds, National Housing Trust Fund, Section 811, Neighborhood Stabilization Program, and HOME-American Rescue Plan
- Under $5,000 Asset Certification for Housing Tax Credit, Multifamily Bond, Tax Credit Assistance program, Texas Housing Trust Fund and Exchange programs
The revised forms must be implemented for any certification with an effective date of January 1, 2024 or later. These forms are not for use on certifications with an effective date on or before December 31, 2023. Improper use of the forms may result in noncompliance and incorrect calculation of income and assets.
