Eleanor Fanning, Portfolio Resident Services & Texas Inter-Faith Group
Statement of Interest:
I am so proud of TAAHP and all we’ve accomplished together. I currently serve as an ex-officio board member after completing two full 3-year elected terms. My service the last 7 years on the TAAHP Board have been a testament to my commitment to serving our mission and representing the members of our growing industry. The leadership has persevered despite the obstacles facing our world and Texans, specifically. I’ve been involved in generating funding to grow the Scholarship committee impact, and supported the non-profit/GALA/QAP committees, and now serve as a Conference Committee Chair. I love working to ensure our topics are relevant and impactful and our networking opportunities are accessible.
Being able to use my voice to advocate on behalf of the individuals and families across Texas while expanding awareness of the dire need for affordable housing has been a joy. I’ve witnessed how a unified message and strong, collaborative leadership can positively impact messaging on Rally Day, and I have seen first hand how integrating new marketing / communication / PR strategies has increased our offerings to the membership base and reached new people/contributors. Our hard work is paying off and I’d love to keep contributing to these efforts. Thank you for the consideration.
Biography:
Ellie M.C. Fanning is the Executive Director of PRS (Portfolio Resident Services, Inc.) arguably the largest, self-sustaining, 3rd party non-profit resident services provider in the nation. She got her start in affordable housing in the leasing & property management side of the business in 2008. After understanding operations and the financial side of the apartment business, in 2010 she spearheaded the acquisition and implementation of a 45-property portfolio in Texas and Colorado becoming the Director of Resident Services. By 2016, she became the Managing Director for the entire company, which consisted of 275+ properties. She then received her developers certificate in 2020.
After a decade in the industry, she currently oversees services and contracts for 65,000+ units of affordable multi-family & senior housing and ensures compliance in the states they serve: Texas, Colorado, Mississippi, New Mexico, Virginia, Kansas, California, Florida, Illinois, and Washington while actively expanding. PRS supports rent-burdened individuals from all walks of life, any age, faith, demographic, race and background.
Ellie’s reliable reputation is founded upon an unwavering commitment to improving the lives of our residents via “The Good Neighbor Program” and rallies around those eager to assist individuals secure sustainable housing. She is involved in the industry as an NH&RA board member, a member of NCSHA, AAHTC, Housing Advisory Group (HAG), ULI, TAA, and is grateful to lead such a diverse team with national impact. I’d love to continue serving our industry and TAAHP in 2026 and into the future.

Summer Greathouse, Bracewell, LLP
Statement of Interest:
Serving on the TAAHP board in an ex-officio capacity over the past ten months — as well as my service on the membership and bylaws committees — has deepened my appreciation for the organization’s impact, both on our industry and on the quality of life of families across Texas. That experience has reinforced my desire to continue this service as a full board member.
Because my entire legal practice is devoted to affordable housing development, I am immersed daily in the challenges and opportunities facing our industry. That hands-on experience gives me the ability to contribute meaningfully to TAAHP’s advocacy efforts, particularly at the Texas Legislature, where my legal background helps translate the practical consequences of proposed legislation into clear, compelling arguments for our industry’s priorities.
I also bring a perspective that is somewhat unique on the board: my practice consists exclusively of representing governmental entities — public facility corporations, housing finance corporations, and public housing authorities — the entities that have become indispensable partners in affordable housing development across the state. Understanding how those entities operate, and how policy changes affect their ability to function effectively, is a resource I am committed to putting in service of TAAHP’s mission.
TAAHP is the premier voice for education and advocacy in this industry, and I believe the work it does matters enormously — for developers, for communities, and for the families who depend on affordable housing. I would be honored to bring my experience and perspective to the board and contribute to that important work.
Biography:
Summer is a partner at Bracewell LLP, where she concentrates her practice on tax-exempt financings, tax credits, economic development, and governmental contracts at the federal, state, and local levels, with a deep focus on affordable and workforce housing development across Texas. She regularly represent governmental entities — from large urban cities and housing authorities to rural municipalities and counties — in complex public-private partnerships, including 4% and 9% low-income housing tax credit transactions and workforce housing transactions involving public facility corporations and housing finance corporations. She brings firsthand legislative experience to my advocacy for sound affordable housing policy. She has been actively engaged at the Texas Legislature on issues central to the affordable housing finance industry, including the structural and regulatory changes shaping the use of public facility corporations and housing finance tools statewide. That policy fluency, combined with her transactional depth, allows her to advise clients not only on deal structure but on how the broader legislative environment affects the communities they serve.
Prior to attending law school, Summer lived in Buenos Aires, Argentina, where she owned and operated a business, and she remains fluent in Spanish — an asset in serving the diverse communities at the heart of affordable housing work in Texas.

Ryan Lunderby, Affordable Housing Developer (incumbent)
Statement of Interest:
I currently serve on the TAAHP Board of Directors, completing my initial three-year term in 2026. My experience and tenure in the affordable housing industry compliments the many goals and initiatives that TAAHP has successfully achieved in the past, and will help it overcome any challenges it might face moving forward. Specifically, my background as a leader in my roles throughout my career bring with it a wealth of knowledge in affordable housing, problem solving skills and a broad personal network that all will contribute to TAAHP’s success. I hope to bring my experiences in both Texas and other states across the country to continue to enhance TAAHP’s leadership and create more housing opportunities for those in need.
Over many years, I have been an active member throughout TAAHP’s organization including regular attendance at the Texas Housing Conference, leading fundraising efforts at the TAAHP Holiday Party, participation in Rally Day at the Texas State Capitol, leading and moderating TAAHP-hosted webinars and conference panels and serving on both the Education and Scholarship committees. In addition to my board service, I currently serve as Co-Chair of TAAHP’s Scholarship Committee.
Recently, I along with my fellow Scholarship Committee members, led the creation of a new TAAHP Foundation Board, looking to expand the foundation’s reach and contributions to families living in affordable housing in Texas.
Biography:
Ryan is an experienced real estate developer with a 20+ year career specializing in affordable housing development, finance and construction. He has led the development and acquisition of over 10,000 homes for low-income individuals and families throughout the country, including over a decade of experience in Texas. Ryan is known for navigating the complexities of various financing structures, portfolio acquisitions, and distressed real estate. He also has significant expertise in expanding into new markets by working closely with local communities to create affordable housing through new construction. With his two decades in affordable housing, a passion of Ryan’s is to mentor and train the next generation of real estate professionals, having a proven track record in recruiting and building teams as well as overseeing development staff.

Ray Miller, Amegy Bank
I am seeking to serve on the TAAHP board because expanding access to affordable housing is both a professional focus and a personal commitment. Throughout my career, I have worked at the intersection of public policy, community development, and private capital. I have seen firsthand how thoughtful housing investment can stabilize families, strengthen neighborhoods, and drive long‑term economic opportunity across Texas.
I am particularly motivated to support organizations that advance equitable housing solutions through strong partnerships, financial stewardship, and mission‑driven development. Having worked within local government, financial institutions, and community development organizations, I understand the challenges affordable housing providers face—from funding gaps and regulatory complexity to market pressures and scalability—and I am eager to help navigate those challenges at a strategic level.
As a board member, I would contribute deep expertise in affordable housing finance, including LIHTC, public subsidy layering, and construction and permanent lending. I also bring experience in governance, capital planning, and financial oversight, which I currently apply in board and finance committee roles. I would be an engaged partner in supporting the organization’s strategic goals, strengthening relationships with funders and stakeholders, and ensuring long‑term financial sustainability while staying grounded in the organization’s mission and impact.
Biography:
Ray Miller is a Senior Vice President in the Commercial Real Estate Division at Amegy Bank, where he specializes in financing affordable and workforce housing developments across Texas. In this role, Ray provides construction and permanent debt solutions for housing developers utilizing LIHTC, public‑private partnerships, and other investment sources to bring high‑quality, affordable housing projects to market.
Ray brings more than 15 years of experience in commercial real estate and community development finance, working with both private and public developers. Prior to joining Amegy Bank, Ray served as Assistant Director at the City of Houston Housing and Community Development Department. There, he oversaw the administration of more than $500 million in Community Development Block Grant–Disaster Recovery funds and entitlement programs, supporting large‑scale housing and infrastructure initiatives critical to Houston’s recovery from major disasters.
Previously, Ray was Vice President in the Community Finance Department at Capital One Bank, where he led affordable housing origination efforts across the Texas market. During his tenure, he underwrote and originated more than $900 million in debt and equity investments supporting affordable housing developments statewide.
Ray is deeply committed to community service and civic leadership. He currently serves as Board Chair of the LISC Houston Chapter Advisory Committee and is a member of the Finance Committee for the Houston Area Women’s Center. Through his professional and volunteer work, Ray is dedicated to advancing equitable access to safe, affordable housing and strengthening communities throughout Texas.

Allison Smith, Texas Housing Foundation
Statement of Interest:
I am deeply committed to advancing access to quality, affordable housing across Texas and supporting the organizations and professionals who make that mission possible. I have seen firsthand the critical role that strong industry leadership, collaboration, and advocacy play in addressing housing challenges and expanding opportunities.
With more than 16 years of experience in affordable housing and executive leadership, I bring a comprehensive understanding of the operational, financial, and strategic complexities facing our industry. In my current role as Chief Executive Officer, I oversee multi-disciplinary teams, manage large-scale budgets, and work closely with boards, partners, and stakeholders to align mission-driven goals with measurable outcomes. This experience has strengthened my ability to think strategically, make datainformed decisions, and lead with accountability and transparency. I also recognize the importance of strong relationships with state legislators and policymakers in advancing our industry’s mission. I am committed to engaging in thoughtful advocacy, helping communicate the real-world impact of housing policy, and supporting efforts that promote sustainable funding, responsible regulation, and expanded housing opportunities across Texas.
If selected to serve, I would contribute a collaborative leadership style, a strong financial and operational perspective, and a commitment to innovation and continuous improvement. Allison Smith is an accomplished executive leader and Certified Public Accountant with more than 16 years of experience driving operational excellence, financial performance, and strategic growth. As Chief Executive Officer of the Texas Housing Foundation, she leads the development of affordable multifamily housing initiatives across Texas, aligning organizational strategy with mission-driven impact. Throughout her tenure with the organization, Allison has progressed through key leadership roles, including Chief Operating Officer, Vice President of Finance and Administration, and Chief Financial Officer, demonstrating a strong track record of advancing organizational performance and fostering crossfunctional collaboration. She oversees diverse departments spanning housing operations, finance, IT, and community development.
Known for her strategic mindset and people-centered leadership style, Allison has led large-scale initiatives to improve operational efficiency, strengthen financial systems, and cultivate high-performing teams. She is deeply committed to community engagement and has built impactful partnerships with developers, nonprofits, and local stakeholders to expand access to quality housing.
Earlier in her career, Allison gained experience in corporate accounting across multiple industries and contributed to cost-reduction initiatives and financial reporting for public entities. She also brings a global perspective through volunteer work in Rwanda, where she implemented sustainable accounting systems and supported workforce development initiatives.
Allison holds a bachelor’s degree in accounting from the University of Mary Hardin-Baylor and earned her CPA designation in 2012. She has served on several nonprofit boards, including the Hill Country Children’s Advocacy Center many years.

Taylor Pate, Mark-Dana Corporation
Statement of Interest:
I would like to serve on the Board because TAAHP plays a critical role in advancing policies, relationships, and industry collaboration that directly impact the ability to create and preserve affordable housing across Texas. Throughout my career, I have seen first-hand how important a strong, unified industry voice is in working with state agencies, legislators, local governments, and private stakeholders to address housing needs and improve program effectiveness. Serving on the Board would be an opportunity to give back to an organization that has provided meaningful leadership for our industry and to help support its continued impact.
I believe I can contribute to the leadership and success of TAAHP by bringing an active development perspective, strong work ethic, and a collaborative approach to problem-solving. In my role at Mark-Dana Corporation, I am involved in all phases of the development process, from underwriting and tax credit applications to construction, financing, and operations. That experience allows me to understand both the policy side of affordable housing and the practical realities of executing successful developments. In addition, I have been actively involved through TAAHP’s Qualified Allocation Plan Committee and value working alongside peers to improve programs and share ideas. I would welcome the opportunity to continue supporting TAAHP’s mission, help engage the next generation of industry leaders, and contribute energy, perspective, and dedication to the organization’s future success.
A highlight of my involvement was participating as a presenter in TAAHP’s 2024 Practitioner’s Perspective session, where several QAP Committee members provided the TDHCA Board and industry stakeholders with a practical overview of the tax credit development process and key challenges facing the industry. I was responsible for presenting on the recently added “Quantity of Low Income Units” scoring category and explaining how it created additional financial pressure on already tight developments by requiring more restricted units than many transactions could reasonably support. The category was ultimately removed in the 2026 QAP cycle, reflecting the broader industry concerns raised during that period.
In addition to committee service and presentations, I have remained actively engaged through TAAHP conferences, educational programming, and industry networking events. I was honored to receive TAAHP’s Outstanding Service Award in 2024 in recognition of my contributions to the organization and the affordable housing industry.
Biography:
Taylor is a Vice President of Mark-Dana Corporation, where he oversees the execution of multifamily development projects across Texas and Virginia. Since joining the company in 2017, he has advanced to Vice President and has helped close and deliver affordable housing communities totaling more than 1,300 units and approximately $300 million in total development costs.
His experience spans all phases of the development process, including underwriting, site selection, capital structuring, tax credit applications, construction oversight, lender and investor relations, and project stabilization. Because Mark-Dana operates as a vertically integrated platform with in-house development, construction, and property management capabilities, he has gained broad experience across the full ownership lifecycle.
Taylor currently serves on the Texas Affiliation of Affordable Housing Providers Qualified Allocation Plan (QAP) Committee, where he works with industry peers on policy recommendations and program improvements affecting affordable housing across Texas. In 2024, he was honored to receive TAAHP’s Outstanding Service Award in recognition of his contributions to the organization and the industry.
He is a graduate of Baylor University with a BBA in Finance. He is committed to expanding housing opportunities and supporting responsible, high-quality affordable housing development throughout Texas.

Nick Walsh, The NRP Group (incumbent)
Statement of Interest:
I am seeking a second term on the TAAHP Board to build upon the transformative momentum we have achieved over the last three years. TAAHP is currently at a pivotal inflection point; as our influence and size has grown, so has our responsibility to be the definitive voice for the affordable housing industry in Texas, and defend against the attacks we are facing.
During my first term, I spearheaded the formation of the Local and Municipal Affairs initiative to address “boots on the ground” challenges and played a central role in reconstituting our Political Action Committee to ensure our industry has a seat at the table during critical legislative cycles.
As a steward of this organization, my primary goal for a second term is to safeguard the regulatory and legislative environment that allows our members to thrive. I intend to leverage my experience leading state-level advocacy efforts to defend the industry against unfavorable statutes while promoting policies that expand housing tools and protect property tax exemption partnerships. I am committed to ensuring TAAHP provides unparalleled value to its members through robust professional development and high stakes advocacy, ensuring we remain the premier housing organization in the state.
Biography:
Nick Walsh serves as Vice President of Development at The NRP Group, where he leads the sourcing, entitlement, and execution of complex affordable and mixed-income housing developments. Since joining NRP in 2019, Nick has been instrumental in the delivery of over 3,500 units across Texas, representing a total development investment exceeding $800 million.
A specialist in public-private partnerships, Nick excels at navigating the intersection of private development and public policy. He maintains deep-rooted relationships with municipal leaders, housing authorities, and state agencies to ensure projects meet both community needs and rigorous financial standards.
Beyond his work at NRP, Nick is a recognized leader in the Texas housing industry. He currently serves as a board member and 2nd vice president for the Texas Affiliation of Affordable Housing Providers (TAAHP) and sits on the Board of Directors for The Real Estate Council (TREC) Political Action Committee. Nick holds a Bachelor of Business Administration from the Ross School of Business at the University of Michigan.
