TDHCA has opened public comment on three major proposals that could impact housing policy and funding across Texas: Ownership Transfer Rules, Draft 2026 Regional Allocation Formula (RAF) and Draft 2025-2029 State of Texas Consolidated plan.

1. Proposed Amendments to Ownership Transfer Rules (comments due June 23): TDHCA is proposing to tighten requirements for changes in ownership structure that add a PFC, HFC, or PHA prior to the issuance of 8609s, resulting in a 100% property tax exemption not previously reflected in the application. A letter from a mayor or county judge would no longer be accepted; a formal resolution from the city or county commissioners court would be required.

2. Draft 2026 Regional Allocation Formula (RAF) (comments due June 17): The RAF outlines how TDHCA allocates housing resources across regions and subregions. A public hearing will be held in Austin on June 4 to receive feedback.

3. Draft 2025–2029 State of Texas Consolidated Plan (comments due June 17): This plan guides the use of federal housing funds over the next five years. Public hearings will be held in Austin on June 3 and Dallas on June 10.
