The Texas Department of Housing and Community Affairs (TDHCA) will host a two-part webinar for the HOME American Rescue Plan (HOME-ARP). The first part, Tenant Referrals and Preferences, will be immediately followed by part two, Qualified Population Eligibility. Staff plans to record the webinar in its entirety to post online for those who cannot attend live.

HOME-ARP Referral Methods, Preferences and Qualified Populations

Wednesday, January 4, 2023, beginning at 10 a.m.

Part 1, Tenant Referrals and Preferences: HOME-ARP staff will discuss different referral methods, their uses with Coordinated Entry, and the uses of preferences.

Part 2, Qualified Population Eligibility: Compliance and HOME-ARP staff will provide guidance on how property intake staff may document eligibility of qualified populations.

The main updates are related to guidance regarding the referral methods and Coordinated Entry, and an additional table showing the differences among nonprofit capacity building, nonprofit operating cost and capitalized operating cost assistance (COCA) reserves.
