The TDHCA Board convened their board meeting on September 3, 2020. This meeting was held in a virtual format as authorized by Executive Order of the Governor. See below for a summary of the board actions.

  • October 2020 designated Energy Awareness month
  • Consent Agenda Report Items 1(i) and 1(j) which have been moved to the Action Item agenda
    • 1 (i) related to extension of CARES Act funds approved. About $3.3 million allocated for an eviction diversion pilot program
    • 1(j) to begin inducement of multifamily bonds for four proposed affordable rental communities: two in Dallas, one in Denton, and one in Rowlett approved
  • ITEM 3: INTERNAL AUDIT a) Report on the meeting of the Internal Audit and Finance Committee

      • Board approves recommendation to repeal the existing Direct Loan rules and publish for public comment the draft rules for 2021
  • ITEM 6: ASSET MANAGEMENT
  • Report on six-month extension to the placed-in-service deadline for 2018 9% Housing Tax Credit developments
    • Construction work has been delayed due to COVID-19, so the extension will help those developments in need of extra time to place in service

  • ITEM 7: BOND FINANCE
    • a) Presentation, discussion, and possible action regarding the Issuance of Multifamily Housing Revenue Bonds (Fish Pond at Corpus Christi) Resolution No. 21-002, a Determination Notice of Housing Tax Credits and an Award of Direct Loan Funds
      • Fish Pond at Corpus Christi, once finished, will provide 112 units of affordable housing
      • Board approves recommendation to issue the bonds and award the tax credits and Direct Loan funds for the Corpus Christi transaction
  • ITEM 8: MULTIFAMILY FINANCE
    • a) Presentation, Discussion and Possible Action regarding a waiver of §10.402(b) relating to Determination Notices for Gala at Central Park (#20406)
      • Vote to grant waiver for Gala at Central Park
  • b)Presentation, discussion, and possible action on the proposed repeal of 10 TAC Chapter 11 concerning the Housing Tax Credit Program Qualified Allocation Plan, and a proposed new 10 TAC Chapter 11 concerning the Housing Tax Credit Program Qualified Allocation Plan and directing its publication for public comment in the Texas Register
    • Board approves recommendation to repeal the existing QAP and publish for public comment in the Texas Register the draft 2021 QAP.
  • c) Presentation, discussion, and possible action on timely filed scoring appeals under the Department’s Multifamily Program Rules for Application 20116 Dian Street Villas, Houston
    • Board denies recommendation by 3-1 vote. Issue considered an administrative deficiency and remands back to the TDHCA Real Estate Analysis the underwriting on the Dian Street Villas
