The Texas Department of Housing and Community Affairs (TDHCA) is releasing a proposed rule action for 10 TAC Chapter 7, Subchapter A, General Policies and Procedures, and Subchapter C, Emergency Solutions Grant (ESG), sections 7.31-7.43, that were approved by the TDHCA Governing Board on January 15, 2026. These rule actions will be released for public comment and returned to the Board at a later meeting for final adoption.
The rule at 10 TAC Sec. 7.44 is not included in this action as it was taken separately. No comment related to Sec. 7.44 will be accepted during this comment period.
The rule actions, including their preambles, are expected to be published in the Texas Register edition for January 30, 2026. The published version will constitute the official version for purposes of public comment and can be found at https://www.sos.texas.gov/texreg/index.shtml.
The proposed changes intend to ensure that rules have updated terminology, improved clarity, and ensure consistency across related rules within Chapter 7; and to remove outdated references, thereby maintaining alignment with current regulatory and programmatic standards.
