The Texas Department of Housing and Community Affairs (TDHCA) is releasing three proposed rule actions for public comment, as approved by the TDHCA Governing Board on January 12, 2023.
The proposed rule actions consist of the following:
– 10 TAC Chapter 1, Subchapter B, Accessibility and Reasonable Accommodations: The proposed changes update the rule for federal guidance that has been released since the last rulemaking, add several new programs to the rule that were not previously overseen by the Department, bring the rule up to date, and streamline requirements.
– 10 TAC Chapter 10, Uniform Multifamily Rules, Subchapter F, Compliance Monitoring, Section 10.603, Notices to the Internal Revenue Service (HTC Developments during the Compliance Period), and Section 10.620, Monitoring for Non-Profit Participation, HUB, or CHDO Participation: The sections are being released for public comment as a four-year rule review with no changes proposed.
– 10 TAC Chapter 29, Texas Single Family Neighborhood Stabilization Program Rule: The sections are being released for public comment as a four-year rule review with no changes proposed.
The public comment period begins on January 27, 2023, and ends on February 27, 2023, at 5 p.m., Austin local time.
The proposed rule actions can be found on the TDHCA Public Comment Center at http://www.tdhca.state.tx.us/public-comment.htm, and are expected to be posted in the Texas Register edition dated January 27, 2023, at http://www.sos.state.tx.us/texreg/index.shtml.
