On October 24, 2025, the Texas Department of Housing and Community Affairs (TDHCA) made available the proposed Housing Finance Corporation Compliance Monitoring rules for public comment. The proposed rule that was available on the Department’s Public Comment Center was not the version as presented at the October 9, 2025, Board Meeting and published in the Board Book. TDHCA has reposted the proposed rule and it is now available on the Department’s website at https://www.tdhca.texas.gov/tdhca-public-comment-center.
The public comment period began on October 24, 2025, and goes through November 24, 2025. Written comments may be submitted to the Texas Department of Housing and Community Affairs, Attn: Wendy Quackenbush, Rule Comments, P.O. Box 13941, Austin, TX 78711-3941, or by email to [email protected].
ALL COMMENTS MUST BE RECEIVED BY 5 p.m., Central Time, on November 24, 2025. The first audit reports for the HFC developments subject to the new law are required to be submitted to TDHCA by June 1, 2026, and annually, thereafter.
