The purpose of this message is to provide guidance to 2025 9% Housing Tax Credit Applicants regarding how TDHCA will review the Section 811 Project Rental Assistance Program (811 PRA) and Residents with Special Housing Needs scoring category located at 10 TAC Section 11.9(c)(4).
Under this category, Applications may qualify for up to four points by selecting from a menu of available options. Applicants may not select the options located at 10 TAC Section 11.9(c)(4)(B) and (C) unless the Application is unable to meet the requirements of 10 TAC Section 11.9(c)(4)(A), related to participation in the Section 811 PRA Program.
Applicants that select points related to 811 PRA participation will not automatically lose points if the Department later determines that the Application is not eligible to participate in 811 PRA. If an Applicant chooses points related to participation in 811 PRA, and the Department determines during its review that the Application is not eligible to participate, then the Applicant will be required to either comply with the options located at 10 TAC Section 11.9(c)(4)(B) and (C), or forfeit the selected points associated with this category.
