TDHCA provides clarification on Neighborhood Risk Factors Disclosure

Neighborhood Risk Factors are to be disclosed at Full Application, not Pre-Application. In 2022, certain risk factors did need to be disclosed at Pre-App; however, this was removed in the 2023 QAP.
