The Texas Department of Housing and Community Affairs (TDHCA) Compliance division has updated its Inflation Adjustment Chart to reflect the new inflationary and cost of living adjustments (COLA) amounts for 2026 announced by the Department of Housing and Urban Development (HUD) and Social Security Administration (SSA). The chart is available online under the “Monitoring Forms” section of the webpage at https://www.tdhca.texas.gov/compliance-forms.

TDHCA’s Inflation Adjustment Chart was developed to outline each year’s adjustments.

Background information for HUD’s inflationary adjustments can be found at https://www.huduser.gov/portal/datasets/inflationary-adjustments-notifications.html.

The press release from SSA announcing the COLA changes can be found at https://www.ssa.gov/cola/.

The amounts reflected in the chart and above changes should be used on certifications with effective dates in 2026. Additionally, the allowed $5.50 admin fee for applications has been adjusted according to 10 TAC using the COLA for 2026. This change cannot begin until January 1, 2026; applications received before then must continue to use the $5.50 amount. Monitoring reviews will continue to be conducted in line with the requirements of The Housing Opportunity Through Modernization Act (HOTMA), and failure to comply with those changes and requirements may result in noncompliance. Please review the available trainings online at https://www.tdhca.texas.gov/compliance-program-training-presentations for additional guidance.
