As part of the 2023 Competitive (9%) Housing Tax Credit (HTC) Allocation process, TDHCA’s Multifamily Finance Division has posted an updated 2023 9% HTC Full Application Submission Log at https://www.tdhca.state.tx.us/multifamily/housing-tax-credits-9pct/index.htm. The Division has also posted an updated 2023 9% HTC Initial Ceiling Summary at https://www.tdhca.state.tx.us/multifamily/apply-for-funds.htm, which is inclusive of the 2023 population figure prescribed by Internal Revenue Bulletin No. 2023-12 and Maximum Elderly Funding Limits based on 2023 HITSA data.

The Application Log is organized by region and subregion, except for the At-Risk and USDA Set-Asides. Applicants selecting the At-Risk/USDA Set-Asides are listed first and are organized by score rather than by region. The scores presented on the log are those represented by Applicants and have not been confirmed or reviewed by the Department, with the exception of the Local Government Support, Community Support from State Representative, and Concerted Revitalization Plan categories in the Qualified Allocation Plan (QAP). Where scores indicate a tie between more than one application in a subregion or set-aside, the Tie Breaker Rank column represents how the applications would be ranked after applying the tie-breaker factors in the QAP. The log is inclusive of allocations of 2023 Supplemental 9% Credits, which are listed under their respective subregions or set-asides in the log. Additionally, the Estimated Amounts Available to Allocate included in the log have been updated to reflect the recently released 2023 Internal Revenue Service population figure and HISTA data.
