The Texas Department of Housing and Community Affairs (TDHCA) has posted to its website a preliminary draft of the 2027 Qualified Allocation Plan (QAP). This draft document has been prepared by staff, but has not been reviewed by TDHCA’s Governing Board.
TDHCA welcomes stakeholder input on this Preliminary Draft. TDHCA staff is releasing this draft with the specific purpose of gathering input to further inform a subsequent draft; however, the input received will not be treated as “public comment” under the rulemaking provisions of the Administrative Procedures Act. Please direct all input on this preliminary draft to Dominic DeNiro at [email protected]. For input to be considered on this Preliminary Draft, it must be received by 5 p.m., Central Time, on Friday, August 14, 2026.
The draft QAP is available on the “QAP, NOFAs and Rules” page of TDHCA’s website at the following link: https://www.tdhca.texas.gov/multifamily-programs-qap-nofas-and-rules.
A subsequent draft of the QAP, with variations from the previously posted version, will again be posted no later than Monday, August 31, 2026, for Board action at the next TDHCA Governing Board meeting scheduled for September 3, 2026, at 10 a.m., Central Time. The draft will be presented for consideration and possible action to approve for publication in the Texas Register, which will establish the official public comment period and comment will be accepted, again, at that time.
