TDHCA’s Asset Management division has posted the 2026 Post Award and Asset Management Requirements on its website at https://www.tdhca.texas.gov/asset-management-rules.

Owners should be aware of the revision to 10 TAC Section 10.401 regarding the Construction Status Report requirements. Specifically, the revision to Section 10.401(b)(5) requires all construction inspection reports to be submitted to TDHCA by the Third Party inspector or the Third Party lender or investor. Therefore, Owners must coordinate with their Third Party inspector, Third Party lender or investor to ensure this requirement is met.

Owners should notify the Third Party inspector or the Third Party lender or investor that emails with attachment(s) that exceed 10MB could be rejected by the Department’s email server. Therefore, the sender should request a confirmation of receipt when sending emails with large file attachments. If their email is rejected due to the size of the attachment(s), the sender should separate the attachments into smaller files and email the sections separately.

The inspection reports can be submitted to the Department’s Asset Management division via email at [email protected] or directly to the Development’s assigned Asset Manager.
