The Texas Department of Housing and Community Affairs (TDHCA) Compliance Division presented a training via webinar with regards to The Housing Opportunity Through Modernization Act of 2016 (HOTMA) on September 8, 2023, and a second webinar on October 13, 2023. Both of these webinars, now posted, are resources to use while navigating the implementation of the HOTMA requirements to be in place for certifications with an effective date in 2024.

These trainings are beneficial for all of the Department’s housing partners operating in any of the multifamily (HOME, TCAP-RF, HOME-ARP, NHTF, NSP, HTC, BOND, Exchange, TCAP and THTF) programs and Section 811.
The HOTMA rule was officially published in the Federal Register on February 14, 2023. TDHCA has until January 1, 2024, to implement the broader income and asset changes in Sections 102 and 104. The Department understands that recertifications with an effective date of January 1, 2024, or soon thereafter, were started in September of this year, 120 days prior to the anniversary.
