On August 14, 2024, the U.S. Department of Housing and Urban Development (HUD) awarded the Texas Department of Housing and Community Affairs (TDHCA) $8 million in Section 811 Project Rental Assistance Program (811 PRA) funding.  Accordingly, TDHCA has posted to its website a supplement to the preliminary draft of the 2025 Qualified Allocation Plan (QAP). This document proposes new language related to the 811 PRA funding.

The preliminary draft of the 2025 QAP was posted to the TDHCA website on August 12, 2024, with comment due by August 19, 2024.  The deadline for any comment related to that initial draft remains in place.  In consideration of the short notice regarding the supplemental language pertaining to the 811 PRA funding, TDHCA will accept comment on the supplement through 5 p.m., Central Time, on Thursday, August 22, 2024.

This draft language has been prepared by staff and approved for release by the Executive Director. It has not been reviewed by the Board. TDHCA welcomes stakeholder input on this item. While staff is releasing this language with the specific purpose of gathering input to further inform a subsequent QAP draft, the input received will not be treated as “public comment” under the rulemaking provisions of the Administrative Procedures Act.
