The Texas Department of Housing and Community Affairs Section 8 staff has posted the 2026 Utility Allowance Schedules online at https://www.tdhca.texas.gov/section-8-resources. The schedules are effective January 1, 2026, and may be implemented immediately for rents due after May 13, 2026 (website updated) but must be implemented no later than 90 days after the date of posting, May 13, 2026, for rents due after August 11, 2026.
Per 10 TAC Section 10.614; for the PHA method, no posting is required, and any changes to the allowance can be implemented immediately. Owners are responsible for periodically determining if the applicable PHA released an updated schedule to ensure timely implementation. When the allowance changes or a new allowance is made available by the PHA, it can be implemented immediately but must be implemented for rent due 90 days after the PHA published effective date.
