Attention all TDHCA 2025 9% Housing Tax Credit (HTC) cycle awardees and Force Majeure allocation recipients: Please be aware that the 2025 Carryover Allocation Agreement Questionnaire, Carryover Manual and Carryover Package are posted on the Competitive (9%) Housing Tax Credits page of the TDHCA website under the “2025 Cycle Information” heading and “2025 9% HTC Carryover Allocation Information” subheading.
Please submit the completed questionnaire as soon as possible but no later than September 12, 2025, for Multifamily Finance program staff to prepare your 2025 Carryover Allocation Agreement (CAA). Staff will send you the CAA via DocuSign. The CAA must be executed by the Development Owner in time for DocuSign to make the executed document available to the Department no later than 5 p.m., Central Time, on November 3, 2025. The webpage also contains a link to a 2025 Force Majeure Allocation Change Report that is required for any force majeure carryover allocation to a development whose ownership structure has changed since the original carryover allocation agreement was issued. Developments that have undergone such changes must report the changes that apply to the signature block and EIN of the 2025 force majeure carryover allocation agreement. Developments receiving 2025 force majeure carryover allocations that have not changed their signature blocks or EINs may use this form to report changes in the contact names or other changes.
