As part of the 2024 Competitive (9%) Housing Tax Credit (HTC) cycle, TDHCA’s Multifamily Finance Division has posted the 2024 9% Housing Tax Credit Initial Pre-Application Submission Log on the Department’s website at https://www.tdhca.texas.gov/competitive-9-housing-tax-credits.

The log is organized by region and subregion, except for the At-Risk and USDA Set-Asides. Applicants selecting the At-Risk/USDA Set-Asides are listed first and are organized by applicant-reported score rather than by region. The cumulative distance reported in the 2024 Qualified Allocation Plan (QAP) for the Section 11.7(2) Amenities Tie Breaker is reproduced on the log, but this information has not been reviewed by staff. Where scores indicate a tie between more than one application in a subregion or set-aside, no representation is made regarding how the applications would be ranked after applying the tie-breaker factors in the QAP. Please note that the Internal Revenue Service has not yet released population figures for the 2024 cycle and figures included in this log are subject to change. Additionally, elderly limits in applicable subregions have not yet been calculated for the 2024 cycle.

The log is presented for informational use only, and does not represent a conclusion or judgment by TDHCA, its staff, or Board. TDHCA staff has not yet reviewed information included with pre-applications submitted to the Department as reflected in the log. Those reviewing the log are advised to use caution in reaching any definitive conclusions based on this information alone. Applicants are encouraged to review 10 TAC 11.1(b) concerning Due Diligence and Applicant Responsibility. The Department will make individually imaged Pre-applications available on its website as soon as possible.
