The TDHCA Board convened their monthly board meeting on May 21, 2020.  This meeting was held in a virtual format as authorized by Executive Order of the Governor. Here is a summary of the board actions:

  1. The Board adopted a resolution recognizing June as Homeownership Month.
  2. The Board removed from the Consent Agenda and considered item 1e, regarding an Agreed Final Order concerning Coppertree Village Apartments (HTC 70131/CMTS 931). Board voted to support staff recommendation for a $7,000 fine for noncompliance issues.
  3. The Board removed from the Consent Agenda and considered item 1f, regarding the issuance of determination notices for 6 applications in the 4% tax credit program. All applications were approved.  These applications were:
  • Trader Flats (San Antonio)
  • 1604 Lofts (San Antonio)
  • Gala at Fate (Fate)
  • Residences at Merritt Hill (Rowlett)
  • Franklin Park (Austin)
  • Mira Vista (San Antonio)
  1. The Board removed from the Consent Agenda and considered item 1g, relating to a waiver regarding Site Requirements and Restrictions for Palladium Port Aransas. The board approved the item.
  2. The Board removed from the Consent Agenda and considered item 1k, relating to Multifamily Housing Revenue Bonds Authorization for Filing Application for Private Activity Bond Authority. Two developments were approved for this authorization:
    • Terrace at Southern Oaks (Dallas)
    • Riverside Senior Living (Ft. Worth)
  3. The board considered and approved item 3a, the agency strategic plan for fiscal years 2021-2025. The plan incorporates significant actions regarding impacts relating to COVID-19.
  4. The board considered item 4a, dispute of compliance items relating to three developments. These included:
    • The Walzem (San Antonio) – Staff recommendation for acceptance approved by the board
    • 333 Holly (The Woodlands) – Staff recommendation for denial not approved by the board
    • The Pines (The Woodlands) – Staff recommendation for denial not approved by the board
  5. The board considered and approved item 5a regarding the Issuance of Multifamily Housing Revenue Notes for the Scott Street Lofts Apartments and a Determination Notice of Housing Tax Credits.
  6. The board considered and approved item 5b regarding the Issuance of Multifamily Green Tax-Exempt Bonds and a Determination Notice of Housing Tax Credits for 333 Holly.
  7. The board considered and approved item 5c regarding the Issuance of Multifamily Green Tax-Exempt Bonds and a Determination Notice of Housing Tax Credits for The Pines.
  8. The board considered and approved item 5d regarding the Issuance of Multifamily Housing Revenue Notes for the Walzem and a Determination Notice of Housing Tax Credits.
  9. The board considered and approved item 6a, waivers to certain provision of the Texas Administrative Code for Emergency Solutions Grants Program funds allocated to the State of Texas through the Coronavirus Aid, Relief, and Economic Security Act (CARES).
  10. The board considered and approved item 6b, action to authorize the Executive Director to waive or extend certain construction inspection requirements under 10 TAC Chapter 10, the Uniform Multifamily Rules, 10 TAC Chapter 11, the Qualified Allocation Plan, 10 TAC Chapter 12, the Multifamily Housing Revenue Bond Rules, and 10 TAC Chapter 13, and the Multifamily Direct Loan Rule.
  11. The board considered and approved item 6c, action on the program of Housing Choice Voucher Program Administrative funds available to Texas through the CARES Act and authorization to proceed with said programmed activities. The available funds in the amount of $117,268 will be used for upgraded technology software and to provide landlord incentive payments.
  12. The board considered and approved item 7a, action on a Determination Notice for 4% Housing Tax Credits and an Award of Direct Loan Funds for the Heritage Estates at Owen Tech, a new construction development in the Austin ETJ.
  13. The board considered and approved item 7b, action regarding a Determination Notice for 4% Housing Tax Credits and an Award of Direct loan Funds for the Palladium at West Francis, a new construction development in Midland.
  14. The board considered and denied item 7c, action regarding eligibility under 10 TAC relating to Ineligibility of Development within Certain School Attendance Zones and Neighborhood Risk Factors for the Preserve at the Port in San Antonio.
  15. The board considered and approved item 7d, a waiver of the Department’s Multifamily program rule for flood plain requirements for the Old Spanish Trail Lofts in Houston.
  16. The board considered action regarding filed appeals under the Department’s Multifamily Program Rules.
