The Texas Department of Housing and Community Affairs (TDHCA) has made available the 2024 Annual Owner’s Compliance Report (AOCR) and Annual Owner’s Financial Certification (AOFC). To access the reports, log into the Compliance Monitoring and Tracking System (CMTS) found at https://www.tdhca.texas.gov/compliance-monitoring-tracking-system.
All reports are due on April 30, 2025. Any part of the AOCR/AOFC received after the April 30, 2025, deadline, is considered late, and the owner will be issued a notice of noncompliance.
If the property has any TDHCA-issued Tax Exempt Bonds, Part D must also be submitted by uploading the filed Form 8703 for the preceding calendar year to the Property’s CMTS account. Be sure to select “IRS Form 8703” as the document type and submit to the attention of Charles Stites.
As a reminder, the first report is due the second year after an award. Therefore, if you received an award in 2023, even if your property is still under construction, the report is due by the aforementioned date. If the property has no occupancy, all parts of the report are still due including submitting a blank Unit Status Report (USR).
