TDHCA’s HOME American Rescue Plan (ARP) staff plan to host two webinars for applicants for HOME-ARP Rental Development. The webinars are tentatively scheduled pending the approval of the Notice of Funding Availability (NOFA) by the TDHCA Governing Board at its next scheduled meeting on December 8, 2022.
Staff anticipates recording and posting the webinars for those unavailable to attend live.

Information presented will focus on applications for projects that have not received TDHCA funding from another source. These applications can be HOME-ARP-only Developments or layered with 2023 4% Housing Tax Credits (HTC). Topics include highlights for the HOME-ARP Rental Development NOFA, key points for HOME-ARP, Uniform Multifamily (MF) Application Additional Instructions, and HOME-ARP Supplemental Tabs within the Uniform MF Application.

Information presented will focus on returning applications for projects that have already received TDHCA funding through the following sources: 2022 4% Housing Tax Credit (HTC) Program, 2022 9% HTC Program, HOME annual, or National Housing Trust Fund (NHTF), and need additional funds to be viable. NHTF applicants are only eligible for HOME-ARP in the event that the per unit subsidy limit for NHTF would be exceeded with additional NHTF. Topics include highlights for the HOME-ARP Rental Development NOFA, key points for HOME-ARP, Uniform Multifamily (MF) Application updates, and the HOME-ARP Supplemental Application.

Staff also identified issues that need to be corrected in the Uniform MF Application version 2023.2 for HOME-ARP. Applicants for HOME-ARP should complete the version 2023.3, which is anticipated to be released in early December. Exceptions may be made for applicants that are required to submit an application in early December because of requirements of another funding source that is layered for the development.
The first Application Acceptance Period is December 9, 2022, to January 31, 2023, and all applications submitted during that timeframe will have the Application Acceptance Date of January 31, 2023. Applicants are strongly encouraged to take the time they need to complete a quality application, and to submit their applications at least a few days before the due date.
Applications layered with 2020 or 2021 4% or 9% HTCs, or 2023 9% HTCs are ineligible to apply during the first Application Acceptance Period; the Application Acceptance period for 2023 9% HTC Supportive Housing Developments is February 1, 2023, through March 1, 2023.
