Texas Department of Housing and Community Affairs (TDHCA) Asset Management division would like to remind owners and management agents that all multifamily developments under construction must submit a Construction Status Report (CSR) no later than October 10, 2026.
The Initial CSR for all developments that received a 9% HTC Award in 2025 is due no later than October 10, 2026. If construction has not yet started, please notify the assigned Asset Manager by October 10.
A fee of $2,500 will be assessed for each CSR not submitted by the deadline.
Instructions for submission, including the list of items that must be included with each submission, can be found in the Post Award Activities Manual located on the Asset Management Division’s web page at https://www.tdhca.texas.gov/post-award-activities-manual.
TDHCA’s Asset Management staff would also like to remind owners that in accordance with Section 10.401(b)(5) of the of the Post Award and Asset Management Requirements, all construction inspection reports must be submitted to TDHCA by the third party inspector or the third party lender or investor. Owners must coordinate with their third party inspector, third party lender or investor to ensure this requirement is met. A copy of the Post Award and Asset Management Requirements is posted on the website at https://www.tdhca.texas.gov/asset-management-rules.
The inspection reports can be submitted to the Department’s Asset Management division via email at [email protected] or directly to the development’s assigned Asset Manager. Owners should notify the third party inspector or the third party lender or investor that emails with attachment(s) that exceed 10MB could be rejected by the Department’s email server. Therefore, the sender should request a confirmation of receipt when sending emails with large file attachments. If an email is rejected due to the size of the attachment(s), the sender should separate the attachments into smaller files and email the sections separately. Questions can be directed to your assigned Asset Manager.
For assistance in identifying the assigned Asset Manager, please refer to the Asset Management Contact List page of TDHCA’s website at https://www.tdhca.texas.gov/asset-management-contact-list.
