The Texas Department of Housing and Community Affairs (TDHCA) is pleased to announce a Notice of Funding Availability (NOFA) of $69.6 million in Community Development Block Grant CARES Act (CDBG-CV) funds for cities, counties, local and regional nonprofits, and regional organizations to provide mortgage assistance through the Texas Emergency Mortgage Assistance Program (TEMAP). TEMAP provides mortgage assistance to homeowners at or below 80% of the Area Medium Income and who have been economically impacted by COVID-19 to help provide housing stability during the pandemic. The program can pay up to six consecutive months of an eligible household’s mortgage payments, including mortgage arrears, with at least one of those months covering a month of future mortgage.
TDHCA is making the mortgage assistance funds in this NOFA available in 13 service regions in the State of Texas for each of the following Programs to ensure geographic distribution is achieved. The minimum request per application is $200,000 and the maximum is $500,000. Regional providers proposing to serve all counties in a region may request the full amount available in a region.
The Notice of Funding Availability makes available the following:
- Program A: $40,000,868 for non-entitlement cities and counties;
- Program B: $14,828,989 for CDBG Entitlement cities and counties and private nonprofit organizations serving an area no larger than one county; and
- Program C: $14,828,989 for regional private nonprofit organizations, including regional organizations such as Community Action Agencies and Councils of Governments serving multi-county areas.
The TEMAP application period is open from January 29, 2021, through 5 p.m., Austin local time, on April 12, 2021.
