The Texas Department of Housing and Community Affairs (TDHCA) has amended and is reinstating the 2025 HOME American Rescue Plan (HOME-ARP) Nonprofit Capacity Building/Operating (NCO) Notice of Funding Availability (NOFA). The NCO funds will be competitively awarded to organizations that anticipate submitting an application for a HOME-ARP Non-Congregate Shelter (NCS) project within nine months. This NCO NOFA-First Amendment will accept applications beginning Wednesday, May 7, 2025, through Friday June 6, 2025.

Interested nonprofit Applicants must submit an Intent-to-Apply to receive an Application. The Intent-to-Apply form is found within the 2025 NCO NOFA-First Amendment as Appendix B. Interested Applicants should look at Appendix A of the 2025 NCO NOFA to determine if the nonprofit is located in or has programs that serve an area that qualifies for NCS funding.
