In July, The Texas Department of Housing and Community Affairs (TDHCA) published the Preliminary Draft 2023 Qualified Allocation Plan (QAP). This document may be found on TDHCA’s website, on the NOFAs and Rules page, found here: https://www.tdhca.state.tx.us/multifamily/nofas-rules.htm.
TAAHP convened a membership meeting to discuss comments and recommendations for consideration in the drafting of the 2023 Qualified Allocation Plan (QAP) and Multifamily Rules. The resulting consensus was shared in a letter to the Texas Department of Housing and Community Affairs on August 3.
Update on 2023 QAP Development Plan
Past engagement activities were part of TDHCA’s new initiative to begin the development process in January instead of starting in August. The processes beyond this point are consistent with past timeframes and are consistent with statute.
- August 2022: Staff Drafts the Formal Draft QAP
- September 1, 2022: Draft QAP Approved by the Board for Public Comment
- October: Public Comment Period
- November 10, 2022: Final QAP Approved by the Board
