The Texas Department of Housing and Community Affairs (TDHCA) HOME Program announces that funds set-aside for the HOME Tenant-Based Rental Assistance (TBRA) COVID-19 activity will collapse from a regional distribution to a statewide distribution on August 3, 2020, at 10 a.m., Austin local time.

On March 26, 2020, the TDHCA Governing Board approved the reprogramming of up to $11.2 million in HOME funding for a special TBRA set-aside to assist households impacted by the COVID-19 pandemic. TDHCA developed a short-term rental assistance program (3-6 months) for low-income renter households economically impacted by COVID-19. This activity is expected to end December 31, 2020.

Eligible entities, including nonprofit organizations, units of local government, public housing authorities, and Councils Of Governments that do not have an existing Reservation System Participant (RSP) Agreement, and would like to provide TBRA under the COVID-19 set-aside, may submit the abbreviated application to the Department in order to access these funds. Applications to access the Reservation System are accepted on an ongoing basis. Application materials are available at http://www.tdhca.state.tx.us/home-division/applications.htm. A RSP Agreement is not a guarantee of funds.
