In February TDHCA’s Multifamily Finance division posted guidance regarding the Readiness to Proceed scoring item available to Competitive (9%) Housing Tax Credit Applications. For 2024 awardees that claimed the point, the Department has posted submission instructions for documenting that all Section 11.9(c)(9) requirements are met by the March 31, 2025, deadline.
Submissions must be made to the SERV-U of the original Application number by April 4, 2025, and will be reviewed by staff in subsequent weeks. As always, the statutes and rules governing the Department’s programs supersede any guidance provided by staff.
The Department has also posted a Readiness to Proceed Certification template for 2025 9% Applicants. The use of this template is not mandatory, and it is acceptable for an Application to create its own version of the certification should all requirements of Section 11.9(e)(9) be met.
