On September 20, 2024, the U.S. Department of Housing and Urban Development (HUD) released Notice H 2024-09. For the Section 811 Project Rental Assistance program (811 PRA), the notice extends the implementation of the Housing Opportunity Through Modernization Action of 2016 (HOTMA) from January 1, 2025, to July 1, 2025. As a result, certifications conducted on or after July 1, 2025, must be HOTMA-compliant, including but not limited to: verification hierarchy, Annual Income, Adjusted Income, and methods and timing of certifications.

Please note: all other multifamily program monitors by the Texas Department of Housing and Community Affairs (Department) have been required to implement HOTMA on all certifications effective January 1, 2024, such as the Housing Tax Credit (HTC) and HOME Investment Partnerships Program (HOME).
