As of April 29, 2026, the Texas Department of Housing and Community Affairs (TDHCA) amended its Compliance Monitoring Rules 10 TAC Chapter 10, Subchapter F, Rule Section 10.621. The amended rule includes a new requirement that:
“An Owner must report to the Department any non-operable elevators within 72 hours (three Department business days) using the Department’s form, which is posted on the website.”
All TDHCA multifamily developments are subject to this requirement.
To report an elevator outage, Owners must complete the Elevator Outage Form and upload the completed form to the development’s attachment page in the Compliance Monitoring and Tracking System (CMTS), Attention: Manuel Pena.
