Chair

J.M. Lozano serves as State Representative for Texas House District 43, which includes Bee, Jim Wells, Kleberg and San Patricio Counties.

The son of a medical doctor, J.M. was raised in Premont, Texas with his five sisters. Today, J.M. and his wife Abby are small business owners and live in Kingsville with their three children: Penny, Pepito and Carlitos.

As the Chairman of the House Higher Education Committee, J.M. advocates for our colleges, universities and trade schools in the Texas House of Representatives. He is a leading voice in our state for better funding and ensuring Texas leads the country in higher education.

J.M. also serves on the House Environmental Regulation Committee, advocating for good-paying jobs and a sustainable environment. J.M. holds a Bachelor of Arts degree from The University of Texas at Austin and a Master of Arts in Administration from University of Incarnate Word.

Gary Gates’ father was a talented Air Force pilot. But as he prepared to transfer to the U.S. Space Shuttle program, his father was murdered leaving 18-year-old Gary to support the family. Gary started by driving trucks but soon found his talent was in buying, renovating and renting homes and apartments.

Gary built his business from a single home to now 500 employees. Gary thinks long term. He rarely sells his investments. Many of Gary’s employees have been with him more than 30 years. Gary Gates is a person who sets high standards and meets them.

We need people like Gary in the Texas Legislature. As an individual, he has cared for some of America’s neediest people. He has provided steady employment for hundreds and he takes on the most difficult tasks and succeeds. Gary believes that his success requires him to give back at a higher level.

First elected to the Senate in 2014, Senator Paul Bettencourt represents Senate District 7, which encompasses most of West Harris County. He previously served 10 years, from 1998 – 2008, as the Harris County Tax Assessor-Collector, where he introduced “Smart Government” at the Harris County Tax Office and developed a customer service-driven organization. His team created the first major county online property tax payment system and the first county tax office website with online vehicle registration in Texas. (His motto was “Get on-line, not in-line.”) He was well-known as the “Tax Man” for his outspoken efforts to cut property taxes.

Senator Drew Springer is a lifelong conservative Christian, fights to preserve traditional Texas values, promote economic development, and undue burdensome regulations. Drew is a champion for the taxpayers, fights for Pro-Life legislation, and defends the Second Amendment. He was elected to the Texas House in 2013 and was consistently ranked among the top conservatives. In his first session in the Senate, he was ranked as the 2nd most conservative Senate member and one of the top 3 effective freshman in the last 20 years.
