Project Rental Assistance Program Information

This message is to remind all Competitive (9%) HTC Applicants, Multifamily Direct Loan Applicants, and Tax-Exempt Bond Applicants layered with Multifamily Direct Loans of certain requirements related to the Section 811 Project Rental Assistance (“PRA”) Program under the current 2017 Multifamily Program cycle.

  1. The Texas Department of Housing and Community Affairs (“TDHCA”) has posted to its website a list of Frequently Asked Questions (“FAQ”) specific to the Section 811 PRA Program posed by Applicants for Multifamily Program funds. The list can be found at http://www.tdhca.state.tx.us/multifamily/faqs.htm.

  1. Applicants should carefully read the Uniform Multifamily Rule §10.204(16), which contains information about the Section 811 PRA Program, which states, in part:

“All Competitive HTC Applications, Direct Loan only Applications and Tax-Exempt Bond Development Applications that are layered with Direct Loan funds must meet the requirements of subparagraphs (A) or (B) of this paragraph. Applications that are unable meet the requirements of subparagraphs (A) or (B) must certify to that effect in the Application.?

If you are applying for funding under one of the programs above, you must meet the requirements of §10.204(16), no matter what county your 2017 Property Application is located in.

Previously, only properties located in one of the counties eligible to receive Section 811 PRA Program units had the Section 811 PRA Program points available to them.

But, under the 2017 Uniform Multifamily Rules, all Competitive HTC Applications, Direct Loan only Applications and Tax-Exempt Bond Development Applications must comply with §10.204(16).

  1. Applications seeking to have an existing development approved by the Department to participate in the Section 811 PRA Program must submit a Section 811 Existing Development Screening Tool. All Existing Developments must meet the Section 811 Program Guidelines for Existing Developments. The Screening Tool and Guidelines are located at http://www.tdhca.state.tx.us/section-811-pra/request-for-applications.htm.

Existing Development Screening Tool Forms received after Feb. 10, 2017, are not assured of receiving a TDHCA determination letter. Applicants requesting a waiver of one or more Existing Development State Criteria must submit this form and associated materials by Feb. 6, 2017.
