The U.S. Department of Housing and Urban Development (HUD) has issued a final rule postponing implementation of select provisions of its January 2025 HOME Program Final Rule until April 30, 2026.

While most elements of the updated HOME regulations took effect in April 2025, HUD is extending the compliance date for two key areas:
Tenant protections under 24 CFR 92.253, and
Maximum per-unit subsidy limits under 24 CFR 92.250.

According to HUD, this delay does not introduce new policy changes but instead gives participating jurisdictions and developers additional time to update systems, policies, and project plans to meet the 2025 requirements. The agency stated the extension is intended to support a smoother transition and ensure full readiness across all stakeholders before the provisions take effect.

The new effective date for these provisions is April 30, 2026.
