Harris County Precinct 2 Commissioner Adrian Garcia is concerned about the lack of home ownership rates in his district. He notes that the majority of residents in Precinct 2 are renters because they are low- to moderate-income and cannot afford to become homeowners.

Commissioner Garcia is taking steps to push forward a land trust program where the county would develop a non-profit organization charged with buying city and county owned land where affordable single-family housing would be built. The homes would be sold to those resident households earning less than the area’s median income at prices they can afford. Homeowners would lease the land from the county and only pay taxes on the improvements. Homeowners would also agree that whey are are ready to sell that they would sell at a price affordable to other low- and moderate-income residents, thereby keeping the housing affordable for many years to come.
