The Federal Housing Finance Agency (FHFA) has begun to consider an amendment to the Enterprises Duty to Serve Underserved Markets. The Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation (aka Fannie Mae and Freddie Mac respectively or collectively as the Enterprise) are currently obligated to prioritize three major markets: manufactured housing, affordable housing preservation, and rural housing. FHFA operates under a series of Three-Year Plans, and for each one of those markets, the Plan must include one of four statutory evaluation areas: outreach, loan product, loan purchase, or investments and grants.
FHFA is seeking to better serve very low-, low-, and moderate-income families by giving the agency more flexibility and fewer restrictions in its evaluation areas. Rather than requiring a focus on a single area, the amendment would allow the agency to assess markets more broadly and pursue more innovative actions. These changes are paired with regulatory updates intended to streamline the process and reduce administrative burden.
