The Harris County Housing Finance Corporation (HCHFC), in partnership with Roers Companies, Houston Housing Finance Corporation, and a network of financial partners, celebrated the revitalization of Alcott Village, a 248-unit affordable housing community in Houston. Roers Cos. tackled a comprehensive renovation at Alcott Village, formerly known as Summit at Bennington, that modernized units and amenities and improved resident comfort. HCHFC is a general partner and long-term landowner, which preserved the long-term affordability of the project.
Originally built in 2003, Alcott Village spans 12 buildings (11 residential and one management clubhouse) and serves households earning 60% of the area median income (AMI), with 25 units reserved for families at or below 50% AMI. Roers Cos., the property’s owner, acquired the community in 2022 and completed its resyndication and renovation process in October 2025.
“This project reflects Roers Cos.’ commitment to preserving and enhancing affordable housing in the communities we serve,” said Logan Schmidt, development partner with Roers Cos. “Alcott Village demonstrates how thoughtful reinvestment can deliver meaningful improvements for residents.”
“By investing in the renovation of this property, the project partners are ensuring that Alcott Village is a vital community for decades to come,” said Rene Martinez, HCHFC Executive Director. “This supports the critical need for affordable housing in Harris County.”
Roers Cos. undertook the renovation to modernize aging systems, enhance the quality of homes and amenities, and ensure the property remained competitive and comfortable for residents. Enhancements included equipping all apartment homes with new appliances, HVAC systems, lighting, and plumbing fixtures, as well as a new roof and exterior improvements. Residents now enjoy refreshed community spaces, including a new clubhouse theater and fitness room, resurfaced pool area, and an upgraded playground.
Financing project partners include:
- Harris County Housing Finance Corporation (HFC): General Partner and Landowner
- Houston Housing Finance Corporation: Bond Issuer
- HUD 223(f) First Mortgage (Serviced by Merchants): $29,202,000
- Merchants Tax-Exempt & Taxable Construction Bridge Loans: $19,600,000
- Investment Vehicle Bonds (Sold by Colliers Securities): $15,000,000
- Tax Credit Equity Investment (AHP): $22,736,000
“Balancing costs and financing to maximize impact was our biggest challenge — and our greatest achievement,” Schmidt said. “We were able to make the most of every dollar to improve the living environment for hundreds of our residents.”
Roers Cos. completed construction in phases to minimize disruption to residents, providing them temporary accommodations when necessary to complete the extensive work. Legacy Construction, Inc. served as the general contractor, with Ebersoldt Associates as architect and Roers Cos. leading the interior design. Capstone Real Estate Services manages the property.
Alcott Village continues to offer Harris County residents quality affordable housing in a vibrant setting — preserving critical housing stock in one of the city’s most dynamic market
