The Texas Department of Housing and Community Affairs (TDHCA) coordinates the preparation of the 2025-2029 State of Texas Consolidated Plan. TDHCA produces this document in compliance with the U.S. Department of Housing and Urban Development (HUD) reporting requirements for the following programs: the Emergency Solutions Grants (ESG) program; the HOME Investment Partnerships Program (HOME); the National Housing Trust Fund (NHTF); the Community Development Block Grant Program (CDBG); and the Housing Opportunities for Persons with AIDS Program (HOPWA).
The Texas Department of Agriculture (TDA), the Texas Department of State Health Services (DSHS), and TDHCA are the Texas state agencies that receive HUD funding for CDBG, HOPWA, ESG, HOME, and NHTF. TDA operates CDBG, DSHS operates HOPWA, and TDHCA operates ESG, HOME and NHTF. The Consolidated Plan governs how the agencies operate these programs.
TDHCA welcomes stakeholder comments and concerns about the below list of HUD programs and activities TDHCA operates under the Consolidated Plan.
HOME Program activities include:
- Reconstruction of Single Family Housing (HRA)
- Tenant-Based Rental Assistance (TBRA)
- Contract for Deed (CFD)
- Single Family Development (SFD)(CHDO)
- Homebuyer Assistance New Construction (HANC)
- Multifamily New/Rehab (HOME MF Loans)
- Persons with Disabilities Set Aside (HRA/HBA/TBRA)
- Disaster Relief Set Aside (HRA/HBA/TBRA/HANC/HOME MF Loans)
- New/rehab of single or multifamily (CHDO)
ESG Program activities include:
- Emergency Shelter
- Rapid Re-housing
- Homeless Prevention and Outreach
NHTF Program activities include:
- New Construction/Rehabilitation of Multifamily Units for Extremely Low Income Renters
