In 1995, the 74th Texas legislature established the Texas Interagency Council for the Homeless (TICH). Legislation requires TICH to coordinate the state’s resources and services to address homelessness. TICH serves as an advisory committee to the Texas Department of Housing and Community Affairs (TDHCA). Representatives from eleven state agencies sit on the council along with members appointed by the governor, lieutenant governor, and speaker of the house of representatives. Council Activity

The Council’s duties are outlined in the Texas Government Code §2306.905:

  • Survey current resources for services for the homeless in the state;
  • Assist in coordinating and providing statewide services for all homeless individuals in this state;
  • Increase the flow of information among separate providers and appropriate authorities;
  • Provide technical assistance to TDHCA in assessing the need for housing for individuals with special needs in different localities; and
  • Maintain a central resource and information center for homeless services.
