On November 5th, Texas voters passed proposition 3, with 85% approval, which allows local governments to provide temporary property tax relief for properties damaged by a disaster in a governor-declared disaster area. This proposition is based on the legislatively passed H.R. 492 during the 86th legislative session.

The General Land Office Releases State Action Plan for CDBG Mitigation Funds

The Federal Disaster Relief Requirements Act of 2018 approved $28B in Community Development Block Grant – Disaster Recovery funding. Of these funds, HUD is directed to allocate not less than $12B for mitigation activities for 2015, 2016, and 2017 qualifying disasters. For Texas, $4.3B of these CDBG funds were allocated for mitigation-related programs, projects, and planning in areas affected by Hurricane Harvey as well as 2016 and 2015 floods. The Texas General Land Office is charged with the distribution of these funds and has released the draft of the State of Texas Community Development Block Grant Mitigation (CDBG-MIT) Action Plan for public comment.

The public comment period is open through January 6, 2020. There are scheduled public hearings for the following dates, times, and locations:
