Market forces are increasingly putting upward pressure on the cost to develop all housing, making the prospect of meeting market demand for multifamily affordable housing even more difficult. With the full impact of the global pandemic still yet to be known, the uncertainty of the economic and political environment and looming changes to the Community Reinvestment Act (CRA), what does the future hold for affordable housing here in Texas and across the nation?

Steve SpilleteSteve Spillete, President – Community Development Strategies
Steve Spillette is an Urban Development Strategist with diverse experience in real estate and urban planning. A native Houstonian, Steve joined the San Francisco office of the national real estate consulting firm Economics Research Associates after completing his undergraduate degree at Stanford. He assisted in performing a variety of market studies and financial pro-forma analyses for both private and public clients related to single family and multifamily residential, retail, office, industrial, hotel, meeting facilities, and golf, as well as significant public sector studies related to major investments and strategic initiatives. He focused on transportation and land use issues in both academic and professional work while attending the Community and Regional Planning program at the University of California at Berkeley. Upon his return to Houston, Mr. Spillette joined the Uptown Houston Improvement District as Director of Planning and Development. He conducted the District’s economic research pertaining to office, retail, hotel, and residential markets plus public tax revenue generation, packaging his analysis in District marketing and public information documents. He also was responsible for creating and managing the District’s annual operating budget and monitoring District property values for revenue forecasting purposes. He was instrumental in creating the planning documents leading to the creation of the Uptown Houston Tax Increment Reinvestment Zone. At Texas A&M University, he worked as a graduate assistant at the Real Estate Center and published several technical reports as well as articles in the Center’s periodical Tierra Grande. In 2001, he formed his firm, Spillette Consulting, which merged with CDS in 2013. Mr. Spillette is a member of the Houston chapters of the Urban Land Institute and the Congress for New Urbanism.


Dr. Luis TorresDr. Luis Torres, Texas A&M Real Estate Center
Luis studies the Texas economy and real estate market as well as researching the U.S. and world economies. He developed regional indicators that measure economic activity in the real estate industry and forecast housing and commercial markets. Luis also oversees the following Center publications: Texas Housing Insight, Outlook for the Texas EconomyTexas Border Economy, and Texas Quarterly Commercial Report.


Alica VelaAlicia Vela, Bank of America
Alicia is a member of the Consumer and Small Business team focused on integrating CRA across the enterprise championing low-and moderate income (LMI) and small business segments and provides strategic direction on CRA regulatory performance. Alicia is a Community Reinvestment Act (CRA) regulatory risk manager. In this role she oversees the CRA risk management program partnering with the businesses; regulators; risk, compliance, and audit partners; community groups; and industry trade organizations.  With over 25 years of CRA experience, Alicia has been integral to the development of the CRA program. She leads a team to effectively manage the aggregated enterprise view of LMI segment / CRA performance which includes a strong focus on our technical compliance requirements that fall under the CRA Public File and CRA Sunshine. Alicia also holds a Six Sigma Green Belt certification of excellence for development of a CRA reporting system that positions Bank of America as a leader in the industry and has been recognized by the federal regulators.  Alicia earned a bachelor’s of business administration, Accounting and Information Systems from the University of Texas of the Permian Basin. She currently resides in Arlington, Texas and is active in her community, enjoys volunteering at her Church, North Texas Food Bank, and Habitat for Humanity.
