Event Description
This webinar will provide an overview of TAAHP’s Legislative Agenda for the Texas 88th Legislative Session. Our industry experts will provide information about the four bipartisan bills TAAHP will support during the upcoming session. We invite all TAAHP members to attend this complimentary webinar to learn more about our proposed solutions to issues facing Texas’ Affordable Housing Industry. Our legislative priorities include Private Activity Bonds, Section 2306, State Tax Credits, and Public Facility Corporations. We will conclude the webinar with commentary from an Affordable Housing Champion in the Texas Senate.

Nathan Kelley, Blazer

As Vice President of Blazer, Nathan is responsible for the development efforts of the company, capital markets, portfolio asset management, investor reporting and risk management.
Since joining Blazer in 2012, Nathan has led the development of conventional multi-family, independent senior living and affordable housing. Nathan’s Capital Markets responsibilities include the structuring and origination of debt and equity capital for new developments and the recapitalization of existing developments. Nathan’s experience includes transactions involving private and institutional equity, as well as bank, agency, HUD and CMBS debt. He has also facilitated the disposition of numerous developments. Nathan has also been instrumental in improving the operating performance of Blazer’s more than 3,900-unit portfolio.
Prior to joining Blazer, Nathan was Vice President for Regions Financial. During his seven-year tenure, he was actively involved in underwriting, structuring and origination of over $1 billion of commercial real estate credit.
Nathan received his Masters of Business Administration degree in Finance from Southern Methodist University and his Bachelor of Business Administration degree in Management of Information Systems from Texas A&M University.
Nathan is an active member of the Urban Land Institute, Houston Realty Business Coalition, the Houston Livestock Show & Rodeo, the Texas Affiliation of Affordable Housing Providers and Chapelwood United Methodist Church. He resides in Houston with his wife Jamie and their two daughters.

Janine Sisak, DMA Companies

Janine Sisak has over 15 years of experience in the development and ownership of affordable housing. Ms. Sisak manages projects funded through the Section 202 and Section 811 programs, along with the Housing Tax Credit Program. As General Counsel, she handles all legal matters for the firm and is involved in closings and land acquisitions. Additionally, she handles all asset management responsibilities for DMA Development, working very closely with DMA Properties. Ms. Sisak currently serves on the board of directors for two Austin-based non-profits: Generous Art, Inc. and Rosewood Senior Housing I, Inc.
Prior to joining DMA, Ms. Sisak was an Employment Law Associate for Paul, Hastings, Janofsky & Walker LLP, New York, September 1998 through October 2000. She received her Bachelor of Arts in Economics from Tufts University, Medford, Massachusetts, where she graduated cum laude in May 1993. In May 1998, she received her Juris Doctorate from Fordham University School of Law, New York, New York, where she was Notes and Articles Editor for the Fordham Law Review. Ms. Sisak is a member of the State Bar of Texas and a Member of the New York Bar Association. She was a visiting lecturer at the Law School, College of Management, Rishon Lezion, Israel.

Khayree Duckett, Dominium
Panelist
Khayree Duckett is a public affairs associate with Dominium Development & Acquisitions. In this role, he is responsible for supporting Dominium’s relationships with partners in government, industry, and philanthropy. Prior to joining Dominium in 2020, Duckett most recently advocated for property rights and homeownership as the government affairs director for the Saint Paul Area Association of REALTORS®. Previously, he began his career by working on campaigns for Senator Chuck Grassley, Governor John Kasich, and in the Iowa and Minnesota Legislatures.
Duckett earned a bachelor’s degree from Iowa State University in and his professional affiliations include The Real Estate Council (TREC) Dallas and the Texas Affiliation of Affordable Housing Providers (TAAHP). He serves on the Community Housing Resource Partners board of directors and is also a contributor to the Dominium Employee Emergency Fund, which assists Dominium employees financially in recovering from fires, floods, hurricanes, and other uncontrollable life-altering events.
Khayree and his wife Brittany are active members of St. Catherine of Siena Catholic Community in Carrollton, Texas. They enjoy playing pickleball, board games, and are avid fans of Tottenham Hotspur.

Nick Walsh, The NRP Group
Moderator
Nick Walsh serves as Vice President of Development with the NRP Group, a vertically-integrated, best-in-class developer, builder, and manager of multifamily housing. He is responsible for sourcing and entitling new projects, comprising everything from origination to the start of construction. Additionally, Walsh works to build and foster relationships with public partners, government agencies and housing authorities.
Based in the Dallas-Fort Worth metroplex, Walsh develops affordable and mixed-income housing across the state of Texas with a primary focus on the DFW market. Since joining NRP in 2019, he has overseen the development of 2,200 units at a total development cost of nearly $450 million.
Walsh graduated from the University of Michigan with a bachelor’s degree in Business Administration from the Ross School of Business.

Steve LeClere, Monarch Private Capital
Panelist
Steve LeClere is Partner, LIHTC for Monarch Private Capital. In this role, Steve assists in the management and overall strategy of Monarch’s investments in LIHTC Development and advising on transaction financial structures and execution.
Steve has 10 years of experience in affordable housing finance and development. Prior to joining Monarch, he was a Consulting Principal with Tidwell Group, a national CPA firm specializing in real estate and affordable housing finance, where he specialized in advising developers on strategies for optimizing debt and equity structures, resolving compliance and disposition issues, valuing partnership interests, and navigating the impacts of state and federal legislation impacting affordable housing developments. Steve also worked with a nonprofit affordable housing developer where he was responsible for developments in the Southeast and Texas. In addition, he has spent over seven years in the acquisitions department of a national LIHTC syndication firm where he was responsible for sourcing, evaluating, structuring, and closing LIHTC investments. During his tenure, Steve was directly involved in the closing of over $500M of LIHTC investments.
Steve earned a JD from Indiana University and a BS in economics from Penn State University. He is a member of the Texas Affiliation of Affordable Housing Providers, an active supporter of the Central Texas Food Bank and enjoys volunteering for youth sports. In his free time, he likes fly fishing and traveling.
