Antoinette M. (“Toni”) Jackson is transactional attorney whose practice has been the perfect marriage of practicing law and giving back to the community. Ms. Jackson’s practice has been the perfect marriage of practicing law and giving back to the community. With more than 25 years of real estate experience, Toni currently represents for-profit and non-profit developers and public housing agencies in commercial real estate development and affordable housing financing. She has represented clients in the development of multifamily housing, mixed-use complexes, residential subdivisions, and commercial office and retail spaces. Toni concentrates her practice in mixed-finance transactions involving tax credits, FHA financing, and other public funding. Additionally, she serves as special and general counsel to a number of public housing authorities, with a specific emphasis on US Department of Housing and Urban Development (HUD), public housing, and development issues.
Toni has overseen and conducted multi-level transactions that include the coordination of multiple funding sources from public and private entities. She has most recently worked with clients as they redevelop housing in response to recent disasters. These transactions have included GO Zone tax credits, GO Zone bonds, and CDBG-Disaster Recovery Funds.
In addition to her transactional practice, Ms. Jackson also handles administrative and governmental affairs issues before state agencies and legislative bodies. She has worked extensively in assisting with the crafting of language for the Qualified Allocation Plan (“QAP”) in several states and continues to monitor QAP changes, legislation and case law that impact the housing industry. Ms. Jackson regularly provides written and oral testimony before municipalities, state agencies and legislative bodies on behalf of clients and the housing industry particularly in the areas of affordable housing, construction, specialized financing tools and other real estate issues and concerns. Toni has been a passionate advocate for affordable housing and throughout her career has worked extensively on efforts to increase home ownership and rental housing for low to moderate income families.
Ms. Jackson has received numerous recognitions for her volunteerism, professional and community leadership. In July 2018, she was awarded the Jean MacDonald Lifetime Achievement in Housing by the Texas Affiliation of Affordable Housing Providers and recognized by the NBA Women Lawyers Division for her commitment to diversity as Outstanding Minority Partner in Majority Firm. She frequently serves as a speaker and guest lecturer in the area of affordable housing and community development law including disaster funding and recovery and housing choice/disparate impact issues.

Twenty-four years of experience with implementing, ensuring compliance and managing funds for various federal, state and conventional housing programs including HOME, CDBG, Housing Tax Credits and State Housing Trust Fund for both the state of Oklahoma and Texas. Served as Director of Program Services, HOME Program Manager and Team Lead for compliance at the Texas Department of Housing and Community Affairs and with the Oklahoma Housing Finance Agency. Experience with Fair Housing, Loan/Grant/Contract administration and compliance, HUD CPD Program regulations, and Housing Tax Credits. Also holds various certifications for HOME and Housing Tax Credits. Monitored for compliance with Fair Housing Act, ADA requirements and Section 504 for various federal and state programs. Fluent in Spanish in both written and oral forms.
Lora Myrick’s experience with state and federal program rules allows her to put together a concise and complete application package ensuring compliance with all required rules and regulations, while allowing for creative approaches to increase the likelihood of receiving funding. She will be responsible for developing internal application preparation processes, virtual file trees and tracking systems for staff and clients to access 24/7 and preparing presentations to city councils, commissioners’ courts, state staff and other appropriate audiences about our clients, proposed developments and the housing resources being utilized and how they will work for the betterment of the community.
Her experience in compliance will be also be utilized as a separate service offered by BETCO. Clients who need assistance with program compliance requirements can procure our services to assist in tenant eligibility file reviews, file audits (20% minimum to 100%), file repair, compliance training and other compliance services. An additional service may include Asset Management. This service may be customized to our clients’ needs and may include all or portions of the following activities: physical inspections of property and individual units, review of financials to determine the financial health of the property, review of current policies and procedures in place and interviews with management staff. At the conclusion of the assessment, recommendations will be made to achieve and maintain maximum results during the long term compliance term. She is a resident of Central Texas and she resides with her husband and two children.

Cody Campbell was named TDHCA’s Director of Multifamily Programs in 2021. Cody began his career with TDHCA in 2013 as a monitor in the Compliance Division.
Since then, he has served in various roles, including his most recent position as Director of Physical Inspections, overseeing the Department’s physical inspections and migrant labor housing licensing activities.
