  • When entering the attendee name, select from the dropdown list that appears rather than just typing info in (if possible). This way, the registration is connected to the existing record. If you do not see their name in the dropdown, you may type it in manually.
  • Only current/active members will be able to be registered using the member rate ticket. If you see “Not Eligible” next to their name, they do not have a current/active membership (memberships are by individual, not by company). Jen Brewerton is the Vice President of Compliance for Dominium. At over 34,000 units, operating in 22 different states, Dominium is one of the nation’s largest and most innovative affordable housing development and management companies. Dominium added 7,000 units in 2018, mostly through resyndications, and is on track to do the same for 2019. Dominium’s goal moving forward is to implement Income Averaging on as many of our new properties as possible. Ms. Brewerton is responsible for determining and implementing all affordable program policies and procedures for Dominium. Prior to joining Dominium, Ms. Brewerton has held a variety of influential positions in her field, including almost 10 years with the Texas Department of Housing and Community Affairs (TDHCA) overseeing the Housing Tax Credit, Bond, HOME, and Housing Trust Fund programs. After leaving TDHCA, Mr. Brewerton held senior positions at CohnReznick, Capstone Management, and Southwest Housing Compliance Corporation, a Project-Based Section 8 Contract Administrator for the Department of Housing and Urban Development (HUD). Ms. Brewerton received her Bachelor of Arts degree from the University of Texas at Austin, and currently serves on the board of the Texas Association of Affordable Housing Providers and is Chair of the Compliance and Post-award Rules committee.

Rosalio Banuelos is the Director of Multifamily Asset Management at TDHCA.  He joined TDHCA in 2007 as a Cost Certification Specialist in the Real Estate Analysis Division and transferred to the Asset Management Division in 2012. He has been in his current position since August 2018, where he is responsible for the oversight of post-award activities for multifamily properties funded by TDHCA.  Rosalio earned his Bachelor of Business Administration in Finance from St. Edward’s University.

Wendy Quackenbush has served at the Texas Department of Housing & Community Affairs in various roles since 2001.  Currently, Mrs. Quackenbush is the Director of Compliance Monitoring.  In her role, she manages and oversees the Compliance Team that conducts the onsite monitoring reviews, program and income eligibility training, technical assistance to development owners, management companies and others and oversees the Annual Owner’s Compliance Report (AOCR).  Prior to joining the Department, she worked in the apartment industry since 1992 starting out as a leasing agent and eventually working as the Compliance Director for an affordable housing developer in the private sector.  She is very passionate about affordable housing and helping others.

Patricia Hensley started in the Affordable Housing Industry in 2007 as an Office Assistant to an Austin based Developer.  Before leaving, Patricia had been promoted to Operations Director and had performed many other titles and duties. After discovering a love of compliance, Patricia joined the team at the Texas Department of Housing and Community Affairs.  At TDHCA she was a Compliance Monitor and was a Trainer for all Affordable Housing programs monitored by the Department.  Patricia took her love of compliance to another private Owner/Developer where she created a complete Compliance Department that resulting in consistent zero findings monitoring review.  Currently, Patricia is the Vice President of Compliance at an Indiana based Developer, in which she is responsible for maintaining compliance for approximately 15,000 units spread across 17 states.

Patricia has experience with many affordable housing programs, with extensive experience in the Housing Tax Credit Program (HTC), The Tax Credit Assistance Program (TCAP), the Tax Credit Exchange Program (EXCHANGE), HOME Program (HOME), Housing Trust Fund Program (HTF), Tax Exempt BOND Program (BOND), USDA Programs (RD), and Project Based Section 8.

Patricia is very passionate about the affordable housing industry and has received the Housing Credit Certified Professional (HCCP) designation from the National Association of Home Builders, the Novogradac Property Compliance Certification (NPCC) from Novogradac, the Certified Apartment Manager (CAM) from the National Apartment Association, the Blended Occupancy Specialist (BOS) the Certified Voucher Specialist (CVS), and the Certified Occupancy Specialist (COS) from the National Center for Housing Management, the Housing Compliance Manager of Rural (HCM-R) issued by Zeffert and Associates, and the Certified Professional of Occupancy (CPO) from the National Affordable Housing Management Association.
