What We Will Cover:

A cost certification is the culmination of two or more years of hard work and generally the final piece needed in order to obtain 8609s and begin claiming credits. Panelists will examine what goes into a final cost certification package, what is and is not included in eligible basis, and some common mistakes made when submitting the final cost certification package. Attendees will have the opportunity to ask questions and have them answered in real-time by the panelists.

Tom Schneider, Dauby O'Connor & Zaleski, LLC

Tom has specialized in providing audit, tax and consulting services to clients in the real estate industry, with a specialization in affordable housing, since 2007. He has extensive experience with the accounting requirements for properties financed by the LIHTC program, tax-exempt bonds, and HUD, and also provides a number of consulting services to organizations in the industry including advising on partnership dissolution, partnership interest transfers, cost certifications, and more. Tom leads DOZ’s training practice, developing and deploying webinars utilized by developers, owners, operators, and investors of affordable housing. His extensive knowledge and experience in the industry combined with his ability to synthesize complex concepts into applicable, understandable educational presentations make him a highly regarded speaker and presenter. Tom manages and oversees DOZ’s Texas office and holds a CPA license in both Texas and Indiana. He is a member of TAAHP and has served on the TAAHP Education Committee for 2 years.

Rosalio Banuelos, Texas Department of Housing & Community Affairs

Rosalio Banuelos is the Director of Multifamily Asset Management at TDHCA. He joined TDHCA in 2007 as a Cost Certification Specialist in the Real Estate Analysis Division and transferred to the Asset Management Division in 2012. He has been in his current position since August 2018, where he is responsible for the oversight of post-award activities for multifamily properties funded by TDHCA. Rosalio earned his Bachelor of Business Administration in Finance from St. Edward’s University.
