As Vice President of Blazer, Nathan is responsible for the development efforts of the company, capital markets, portfolio asset management, investor reporting and risk management. Since joining Blazer in 2012, Nathan has led the development of conventional multi-family, independent senior living and affordable housing. Nathan serves on the Board of the Texas Affiliation of Affordable Housing Providers, is an Advisory Board member of Houston Realty Business Coalition, and is an active member of the Urban Land Institute.
Understanding the HTC process for deficiencies, appeals, and waivers (oh my!). Additionally, a few case studies that set precedent for this process will reviewed.

Ms. André has worked in affordable housing since 1994. Her experience includes both consulting on and development of a variety of affordable housing options. Since 2005 her focus has been on multifamily development using Low Income Housing Tax Credits. In this capacity she has been involved in the creation of more than 11,000 units of multifamily housing across Texas with investments of more than $750. Ms. André founded the Austin CHDO Roundtable in 2002, chairs Austin’s Affordability Strategic Council for the Urban Land Institute and serves as a director for the Austin Geriatric Center.

Tom Schneider is an audit senior manager in the Austin, Texas office of Dauby, O’Connor & Zaleski, LLC. Since 2007, Mr. Schneider has specialized in providing audit and tax consulting services to clients in the rental real estate industry, with a focus on those that utilize the low-income housing tax credit (LIHTC) program. Prior to joining DOZ, Tom worked as an audit and tax manager for the Austin, Texas office of a national accounting firm. He has extensive experience with multi-family housing partnerships, specifically development work specific to the LIHTC program. He has also provided tax consulting services to clients with respect to partnership dissolution and partnership interest transfers. Mr. Schneider also has experience with properties financed by tax-exempt bonds and properties subject to the auditing requirements of the U.S. Department of Housing and Urban Development (HUD).
Director of Multifamily Asset Management
Rosalio Banuelos is the Director of Multifamily Asset Management at TDHCA. He joined TDHCA in 2007 as a Cost Certification Specialist in the Real Estate Analysis Division and transferred to the Asset Management Division in 2012. He has been in his current position since August 2018, where he is responsible for the oversight of post-award activities for multifamily properties funded by TDHCA. Rosalio earned his Bachelor of Business Administration in Finance from St. Edward’s University.
